Microsoft has confirmed that it has not plans of supporting HTML5 in their upcoming mobile phone OS, Windows Phone 7 or just WP7. The browser in WP7 is a hybrid of IE7 and IE8, implying no HTML5 functionality. Microsoft earlier had trouble getting to terms with HTML5, but eventually came on board and implemented HTML5 in IE9 preview.
The other major mobile phone operating systems like Android, iOS, webOS and the recently launched Blackberry 6 all have moderate to high support for HTML5 as they all use the Webkit rendering engine. There is still hope that Opera might be able to bring a version for WP7 and thus bring HTML5 support to WP7 based phones.
Regarding Flash, the support would come only after Adobe makes a stable version of Flash available. Nothing so far on the cards.
